Any hope of my cell phone coming back to life?

Probably not. If you had left the battery out and placed the phone in dry rice for a week or so until it was completely dry, it would have probably been fine. But lacing the battery in it while it was still wet (and it was still wet inside) shorts out the contacts. In the future, you'll know better. Get a new phone.
